A BPPE inspection checklist is the list of records a Bureau for Private Postsecondary Education (BPPE) inspector will ask your school to produce on the spot. That means student files first, then institutional records: the School Performance Fact Sheet (SPFS) and the data behind it, Student Tuition Recovery Fund (STRF) reports, the catalog, and the cancellation and withdrawal log. Schools that pass without citations are not the ones with perfect operations. They are the ones that can hand over complete records while the inspector is still in the building. A file you cannot find counts against you just like a file that is incomplete.
This guide is for owners, directors, registrars, and compliance staff at California cosmetology, esthetics, and barber schools preparing for a BPPE inspection. If you only need the enrollment agreement rules, go to our BPPE enrollment agreement requirements guide.
Student files. The inspector selects a sample across three groups (currently enrolled, withdrawn, and graduated) and expects each file to be complete. If one document is missing, that file is deficient.
The high school proof is where many schools get caught. In the second half of 2025, 13 California beauty schools were fined over this one document, and some were missing it in every file reviewed.
Next come the institutional records, which show that the school as a whole is meeting its obligations.
They ask for the rows behind each rate. Under 5 CCR § 74112(m), that documentation includes each student’s contact details and program dates. For every employer that confirmed employment or salary, it also includes the employer’s name, address, and phone number, a contact person, and the written communication verifying the job.
Your cosmetology SPFS reports a 78% placement rate. The rate is graduates employed in the field divided by graduates available for employment.
Now the published 78% is unsupported. A single missing employer record is enough to break the number.
The point most explainers skip: the denominator is graduates available for employment, not all graduates. If you can’t show why a graduate was left out of the denominator, the inspector can count that student back in, and your rate goes down.

Yes. BPPE’s 2024 rate notice says that schools stopped collecting STRF fees after April 1, 2024, but must still file the quarterly reporting form and keep the required information for every STRF-eligible student. The STRF disclosure also stays in your catalog and enrollment agreement.
Each quarter’s form is due by the last day of the month after the quarter closes.
As of October 18, 2026, your Q3 2026 form is due October 31, 2026. A $0 rate made STRF easy to forget. It did not make the reporting optional.
Under 5 CCR § 71750(f), the log must be kept current every month. For each student who cancelled or withdrew, it lists their name, address, phone number, and the date of cancellation or withdrawal. Keep your refund calculations in the student’s ledger, which inspectors review separately.
BPPE has issued Notices to Comply and citations to schools that kept no log at all. One fix order required a school to rebuild its log for the previous 24 months.
For the systems behind these failures, read how to manage student records and avoid BPPE citations.
Run a mock inspection every quarter. It takes under 30 minutes.
Bella is an AI school management system for beauty and barber schools. All of a student’s documents live in their student profile, so any authorized staff member can pull a file without relying on one person’s memory. Digital enrollment places each document in the file as the student submits it. Bella keeps the student file, but your SPFS data collection and quarterly STRF filing still need their own process and an owner.
A BPPE inspection tests two things: whether each required record exists, and whether your staff can produce it immediately. Run the drill this quarter and fix what it turns up before an inspector finds it.
If you want every student file producible in minutes by anyone on your team, book a Bella demo.
BPPE inspectors usually start with a sample of student files from currently enrolled, withdrawn, and graduated students, and they choose which students. Each file needs proof of high school completion or equivalency, a fully executed enrollment agreement, the signed SPFS, attendance and grade records, and a financial ledger.
Yes. California schools must still file quarterly STRF Assessment Reporting Forms and keep per-student STRF records, even though the assessment rate has been $0.00 per $1,000 of institutional charges since April 1, 2024. Each form is due by the last day of the month after the quarter ends.
Yes. Failing to produce requested records during a BPPE inspection is a citable violation, separate from any problem inside the records. Schools where only one person can access files are especially exposed.
A BPPE cancellation and withdrawal log must list the name, address, phone number, and cancellation or withdrawal date of every student who cancelled or withdrew. Under 5 CCR § 71750(f), it must be kept current on a monthly basis.
